Why Coherent Radar Lives or Dies by the Reference Oscillator

In pulsed Doppler and synthetic-aperture radar, the transmitter and receiver share one coherent reference. Every decibel of close-in phase noise on that reference translates directly into inability to see small moving targets next to large clutter. Electronic-warfare receivers and SIGINT payloads are even pickier — they must detect weak emitters next to strong blockers, which demands reference phase noise well below -150 dBc/Hz at 100 Hz to 10 kHz offsets.
